Haile Selassie was the ruler of Ethiopia before being overthrown in 1974.
After returning to power during World War II, he aligned Ethiopia with Western powers and oversaw some modernization.
However:
- land reform remained ineffective
- many people saw him as tied to U.S. influence
- dissatisfaction grew by the 1960s
